From the Sachar Report to the Communal Violence Bill — A Multi-Decade Agenda to Dismantle Hindu Majority India

Since independence, the Congress party has used “secularism” not as a genuine principle of equality, but as a political weapon to systematically appease and empower the Muslim vote bank — even if it meant compromising the rights, security, and cultural identity of the Hindu majority.
This wasn’t an accidental drift. It was a long-term, step-by-step plan to gradually tilt India’s governance, laws, and resource distribution toward Islamic supremacy.
The end goal?

- Sachar Committee Report (2006) – Religious quotas disguised as welfare.
- Strengthening of Waqf Boards – Giving massive control over land and property to Islamic institutions.
- Biased Right to Education Act – Draining temple funds while exempting madrassas and churches.
- The Communal Violence Bill (2005–2013) – Criminalising Hindu resistance.
2️⃣ Sachar Committee Report — The “Muslim First” Manifesto
Commissioned in 2005 under Sonia Gandhi’s UPA government and led by Justice Rajinder Sachar, this report was presented as a study on the “socio-economic status” of Muslims. In reality, it was a policy blueprint to institutionalise Muslim supremacy in India’s governance.
PM Manmohan Singh even declared:
- “Muslims have the first claim on the resources of India.”
📌 Hidden Objectives of the Sachar Report
- Create a false victimhood narrative by portraying Muslims as the most backward, using cherry-picked and manipulated data.
- Induce Hindu guilt to justify extreme legal and economic privileges for Muslims.
- Lay the groundwork for religious reservations across jobs, education, and political representation.
⚠️ Dangerous Recommendations
If implemented fully, India would have seen:
- Double voting rights for Muslims — diluting Hindu political power.
- Full OBC reservation access + inclusion into SC/ST benefits.
- 20% of the Union Budget earmarked exclusively for Muslims.
- Madrasa degrees treated equal to IAS/IPS/Judicial qualifications.
- 30% Lok Sabha & 40% State Assembly seats reserved for Muslims.
- 50% reservation in government boards & corporations for Muslims.
- Muslim-only industrial zones with free land, electricity, and interest-free loans.
- Marriage & business grants — ₹5 lakh for Muslim women, ₹10 lakh for Muslim men.
- Declaring all constituencies with 25%+ Muslim population as Muslim-only reserved seats.
💣 Outcome if Unchecked
Had BJP and other nationalist forces not resisted, this report would have been the constitutional death of Hindu equality in India — replacing secular democracy with a religious quota regime.
3️⃣ The Communal Violence Bill — A Legal Weapon Against Hindus
Introduced in various forms between 2005 and 2013, this bill was the second phase of the plan — ensuring that any Hindu opposition to Islamisation could be crushed legally.
❗ Provisions That Would Have Destroyed Hindu Rights
Hindus automatically blamed for any communal clash — even if attacked first.
- Arrest without evidence if a minority “felt” discriminated.
- Hindus barred from filing complaints against minorities during riots.
- Burden of proof shifted to the accused Hindu, not the complainant.
- Hindu festivals and events required NOC from local minorities.
- Only minority judges could preside over communal cases — no Hindu judge allowed.
- Crimes against Hindu women by minorities during riots excluded from rape laws.
- Riot damages to be paid only by Hindus, even if violence was initiated by minorities.
🎯 Purpose of the Bill
- Legally silence Hindus.
- Give minorities total immunity in communal conflicts.
- Institutionalise Sharia-inspired legal asymmetry in India.
4️⃣ The Bigger Plan — Soft Islamic Republic by 2020–22
When you combine the Sachar Report + Communal Violence Bill + waqf land control + biased RTE Act, you see a clear sequence:
- Economic dominance through budget allocation, land, and jobs.
- Political dominance through reserved seats and double voting.
- Cultural dominance by weakening Hindu festivals, temples, and education.
- Legal dominance by criminalising Hindu resistance.
This was Islamisation without war — a demographic, legal, and psychological takeover.
5️⃣ Why 2014 Changed the Course
Narendra Modi’s victory in 2014 wasn’t just an election — it was a civilisational escape from a near-irreversible trap.
Had UPA retained power:
The Communal Violence Bill would be law.
- Temples would be heavily taxed while madrassas expanded unchecked.
- Hindu freedom of religion would be restricted.
- Indian law would start resembling soft Sharia codes.
6️⃣ Congress’s Historical Brainwashing
This isn’t just about recent laws. Congress followed the colonial playbook:
- Destroy Gurukuls and Sanatana-based education.
- Glorify Mughals, erase Shivaji, Rana Pratap, Ahilyabai Holkar from textbooks.
- Turn Hindu youth into disconnected, individualistic, consumerist citizens — cut off from Dharma and collective survival duties.

✅ Teach your children the real history of Bharat and its heroes.
✅ Support leaders and parties committed to protecting Sanatana Dharma.
✅ Resist every attempt to dilute Hindu rights in the name of “secularism.”
✅ Build economic, cultural, and ideological unity within Hindu society.

- If we sleep now, our children will wake up in a country where
- Their vote is worth less,
- Their taxes fund their own marginalisation,
- Their festivals require permission from those who want to see their culture erased.
Modi’s rise delayed this fate — but only eternal vigilance and strong corrective measures both from the community and the government can prevent it.
