- In the 1990s, over 300,000 Kashmiri Hindus faced rape, murder, or forced exile from the Valley at the hands of their own Muslim neighbors—people with whom they had shared meals, festivals, and friendships for generations, not Pakistanis.
- After the exodus, Muslims occupied those abandoned properties. But there was a problem — the electricity connections were in the original Hindu owners’ names. These families, fearing death if they returned, could no longer pay electricity bills, and the power was cut.
- The Muslim encroachers then claimed these properties had no electricity and were unsafe. So a “light-bringing” law was proposed — “Roshni” (meaning light) — which allowed encroachers to legalize and electrify those stolen properties in their own names.

- Muslims living near the abandoned Hindu properties filed petitions claiming the homes were “dark and unsafe”.
- The J&K Assembly passed the Roshni Act to “regularize” land encroachments.

- Once a Muslim had an electricity bill in their name, it became proof of occupancy — leading to legal ownership.
