THE HISTORICAL TRUTH OF ELECTORAL VIOLENCE IN UTTAR PRADESH

SUMMARY:

  • This discourse presents a detailed and serious analysis of the law-and-order situation and the alleged atrocities committed against marginalized communities, particularly Dalits and the extremely backward classes, during the former Samajwadi Party (SP) regime in Uttar Pradesh.
  • Recently initiated by Cabinet Minister Om Prakash Rajbhar on social media, the ‘Sapa Ka Atankraj’ (SP’s Reign of Terror) series has brought the historical events of Sitapur district back to the center of public discourse.
  • The horrific arson of Dalit settlements immediately following the assembly election results in 2012 and the panchayat election results in 2015—which resulted in the tragic deaths of two innocent children who were burnt alive—highlights how marginalized sections were subjected to organized violence over their voting choices.
  • Moving beyond mere political rhetoric, this article analyzes these dark chapters of the past based on the principles of democratic accountability, administrative negligence, and the rule of law through structured sections and bullet points.

STATE PATRONAGE, DALIT OPPRESSION, AND THE DEMAND FOR ACCOUNTABILITY

I. ELECTORAL RETRIBUTION AND THE FRENZY OF POWER: THE 2012 REUSA (SITAPUR) INCIDENT

In a democratic setup, ideological differences and electoral outcomes are natural processes. However, when election results are weaponized as tools for personal or communal retribution, it signals the decay of democratic values.

  • Triggering Violence Post-Mandate: As soon as the Samajwadi Party secured a full majority in the March 2012 assembly elections, reports of political violence began emerging from various parts of the state. Minister Om Prakash Rajbhar’s allegation that “the government was not even formed, they had just won and the terror began” highlights the administrative vacuum that often occurs during the transition period between election results and the oath-taking ceremony.
  • The Arson at Bimbia Village, Reusa: According to the allegations, on March 8, 2012, 13 houses belonging to the Dalit community were set on fire in Bimbia village under the Reusa area of Sitapur district. The sole reason behind this barbaric act was that the residents of the hamlet had exercised their constitutional right and chosen not to vote in favor of the ruling party.
  • Strategy to Terrorize Marginalized Communities: This incident was not a random local clash; rather, it was a calculated attempt by local influential figures of the new ruling dispensation to send a message that the boundaries of the law had shifted in their favor. Targeting Dalit and extremely backward settlements was an attempt to establish absolute geopolitical dominance in the region.

II. THE LAHARPUR SCANDAL OF 2015: STATE-PATRONIZED CRIME AND THE DEATH OF HUMAN SENSITIVITY

The event that transpired on December 21, 2015, in Patti Dehliya village under the Laharpur police station area of Sitapur district is considered one of the most brutal and darkest chapters in the history of law and order in Uttar Pradesh.

  • Retribution of Three-Tier Panchayat Elections: Local body (pradhani) elections in rural Bharat are intensely personal and factional. In Patti Dehliya village, it is alleged that the Dalit community did not vote for the Samajwadi Party-supported candidate. Driven by this political grudge, an organized attack was launched on the entire Dalit settlement as soon as the elections concluded.
  • 35 Houses Ash-Heap and the Death of Two Innocents: During this attack, rioters set fire to approximately 35 houses belonging to the Dalit community simultaneously. Two innocent Dalit children were burnt alive in this massive arson, resulting in agonizing deaths. This event demonstrates how completely the fear of the law had evaporated from the minds of the perpetrators, who did not hesitate to take the lives of innocent children.
  • Direct Involvement of Public Representatives: According to the allegations in Rajbhar’s post, the then SP-affiliated Gram Pradhan was personally involved in setting these houses on fire and inciting the mob. When elected representatives—entrusted with protecting society and ensuring justice—become the leaders of rioters, the safety of ordinary citizens is left entirely compromised. The families of the victims kept weeping and pleading, but the hearts of those politically protected goons did not soften.

III. ADMINISTRATIVE NEGLIGENCE AND THE PSYCHOLOGICAL IMPACT OF ‘SILENT CONSENT’

While the occurrence of crime in any state is deeply concerning, what is far more dangerous is the passivity of the administration and the implicit political patronage granted to criminals after the crime is committed.

  • The Mysterious Silence of the System: During and after these incidents, the then administrative machinery and police force remained mute spectators. When criminals are confident that their patrons in power will tie the hands of the police, their audacity skyrockets. This is what Rajbhar has termed “Mughalia barbarity,” where the rule of law was replaced by the rule of the stick and the whims of those in power.
  • Deepening Fear in Marginalized Societies: When Dalits and backward classes realize that their political preferences can cost them their lives and property, they begin to alienate themselves from democratic processes. These incidents during the previous government created a deep psychological fear within the Bahujan community, making them feel highly insecure in their own villages.
  • The Doctrine of ‘Punishing’ the Vote: This entire system gave rise to a dangerous precedent: “If you are not with us, you are our enemy.” Restraining the freedom of franchise and suppressing the voice of dissent by burning people alive was a blatant exhibition of an authoritarian mindset in independent Bharat.

IV. DEMANDING HISTORICAL ACCOUNTABILITY: THE IMPACT ON CONTEMPORARY POLITICS

In a democracy, political parties are evaluated not just by their current manifestos, but by their past performance and track record on law and order during their previous tenures.

  • The Ledger of History: The ‘Sapa Ka Atankraj’ series launched by Om Prakash Rajbhar marks an important shift in the contemporary political landscape of Uttar Pradesh. His statement, “Be ready, I will take a complete account of every single district,” makes it clear that upcoming elections will not just be fought on promises of development, but will also raise sharp questions regarding past social injustices.
  • Strategic Challenge for Akhilesh Yadav: Facing these allegations is a major challenge for the current leadership of the Samajwadi Party. Until they take a clear, firm, and punitive stand against the past high-handedness of their cadres and the lawlessness of their previous regimes, winning back the complete trust of the Bahujan Samaj and extremely backward classes will remain difficult.
  • Revival of Social Consciousness: This campaign serves as a reminder to Dalits and backward classes about who bears the brunt of an imbalance of power in governance. This social consciousness will make them more vigilant and aware when choosing their political options in the future.

V. THE RULE OF LAW AND THE ROAD AHEAD

In recent years, Uttar Pradesh has witnessed a major policy shift on the law-and-order front, with a ‘zero-tolerance’ policy being enforced against criminals.

  • Dismantling the Political Affiliation of Criminals: The current administrative framework has attempted to deliver a clear message that a criminal has no party, caste, or religion. If someone commits a crime, the law will act strictly against them, regardless of their political influence or stature.
  • Justice and Rehabilitation for Victims: The rule of law demands that the victims of incidents like the Sitapur violence receive not only justice but also a secure environment where they can live without fear. If any victim family wishes to rebuild their lives, they must receive full emotional, moral, and legal support from society and the state.
  • Lessons for the Future: This dark chapter of Uttar Pradesh’s politics serves as a lesson for all political parties that power must be used to unite society and protect the weak, not to shelter goons who oppress their own citizens.

FINAL MESSAGE: The citizens of Uttar Pradesh have seen an era when entire settlements were reduced to ashes simply because the residents voted according to their own will. Om Prakash Rajbhar bringing these Sitapur incidents to light marks a new beginning of historical accountability in politics. Until the weakest individual in society is guaranteed complete security to live and vote according to their choice, democracy remains incomplete. Remembering these wounds of the past is necessary so that no ruling dispensation ever dares to repeat such audacity in the future.

May justice prevail, and may the oppressors be defeated! 🇮🇳

🇮🇳 Jai Bharat, Vandematram 🇮🇳
